imo it's a lot more conscious than that, at least at the start, most of them have encountered many taboo opinions during their education, but the prerequisite for their fame or financial success is to train themselves to wince and shrink from ideas that would place them outside the acceptable "disruptive", "innovative" realm at the border of the mainstream, to react with vocal revulsion each time they encounter them to preserve their own image, and there are a lot of people who will never be successful or famous but want to make sure, just in case. crow had some things to say about how NGO troops are probably well aware of anti-colonial literature and that seems valid to me.

well, a few things:

they didn't cut the defence budget because of somalia. they cut it for the same reasons the US did during the mid-1990s, which is that the cold war just ended and they had huge deficits that business groups were flipping their shit about. clinton cut defence as a percentage of GDP by about a third.

also the dissolution of the airborne was basically nullified by the creation of the joint task force, which is a semi-secretive force that spearheaded canada's involvement in afghanistan, which was pretty substantial. well, substantial in that canada actually fought and a bunch of people died, compared to germans and such who mostly hung out in calm areas.

also the article tries to suggest the affair led to inaction in rwanda, which is sort of a myth that canadian troops themselves perpetuate. the canadian narrative about rwanda is that disarming and demobilizing the hutu youth militia would have been easy if UN troops had been allowed to intervene, which seems stupid to me. i mean the rebel forces killed huge numbers of people while trying to suppress the rebels, and their government in rwanda has played an important antagonizing role in the congo wars, so the idea that canadians could have nipped it in the bud is preposterous.
