i wrote this for the gassed thread but here you go *farts it out*

in the mid-gorbie years in the USSR they had big internal debates over what sort of reforms to allow. and what they agreed on was that hired labour within capitalist corporations should be banned, but that people should be encouraged to provide individual labour (like, become a private plumber or something and make a living that way), or cooperatives (either legitimate cooperatives or basically privatized companies).

anyway i guess someone told raul castro the start of that story and left out the entire collapse of that model into a capitalist economy within years. because raul is like hey guys my plan is to fire a million state workers but don't worry - wait for it - there are no jobs waiting for them so they better get used to selling flowers and shit. like they are opening up markets for individual labour and small cooperatives and just ushering hundreds of thousands of people into an informal sector. so for the first time in a while cuba has widespread funemployment.

part of the idea was that they'd open up their foreign investment law and get companies to mop up the excess labour by opening elite golf courses and other socialist industries but that hasn't advanced at all. i don't see what the game plan is then in that situation. the problem with this bottom-up reform idea is that small players don't tend to have the capacity to do heavy lifting. like the idea is that if you can hire your neighbour to fix your electricity that maybe the state company associated with that will deliver better results. that might be true in limited cases but like a small cooperative isn't going to open major new factories or something and if they did there's a limit to how much money is washing around the island through state banks, and those banks are probably all tied up with state projects. so i wouldn't be surprised if they go full on chinese model within a few years.
