Kampala - The speaker of Uganda's parliament says an anti-homosexual bill will be passed before the end of 2012 despite international criticism of the draft legislation.

Speaker Rebecca Kadaga said on Monday that the bill, which originally mandated death for some gay acts, will become law this year since most Ugandans "are demanding it".

Kadaga said she promised as much before a meeting on Friday of activists who spoke of "the serious threat" posed by homosexuals and demanded the law as "a Christmas gift".

Pepe Julian Onziema, a Ugandan gay activist, said the new push to pass the law was frustrating.

President Barack Obama has described the bill as "odious" and some European countries have threatened to cut aid to Uganda if it passes.



everyone knows that the poor will be the first to suffer if aid is cut. quite apart from the fact that Western nations are boiling over with rage and threatening to literally starve people over a social choice that Ugandan society has made for its own reasons and according to its own priorities. after all the destruction of community life, the long-term incarceration of prisoners, the death of the extended family, the abandonment of our elders, and the promotion of a self-centred, profit-oriented world view has a human cost of its own, one which people in other societies look on in horror.

btw same sex attraction may well be innate and biological and universal; but the gay identity certainly isn't. other societies throughout history have got on very well without this serendipitous construct. a modern european gay-identified person may blanch at the thought of marrying someone of the opposite sex and having children by them while fulfilling their desire for same sex partners with others, of even admitting the fluidity of their own sexuality mediated by the social circumstances they live in. doesn't mean its not appropriate in other places and societies

actually anti-gay campaigns in africa are funded + instigated by american evangelicals and churches.

oh noes our soft power methods of promoting free markets and US interests.

besides, Obama isn't going to cut aid over this. Museveni is far too valuable to the US-Anglo agenda in central Africa.
